El presente análisis debería iniciarse reconociendo que un artículo de esta naturaleza
probablemente no hubiese tenido lugar un par de décadas atrás, cuando se concretó la
última reforma de la legislación bancaria paraguaya.
Las necesidades que prevalecían en aquellos tiempos eran distintas a las actuales y el
escenario económico del país difería ostensiblemente con el que nos toca vivir hoy.
Deviene entonces razonable pensar que muchas de las interrogantes que hoy se plantean
los diversos actores del sistema financiero ni siquiera se encontraban en la agenda durante
la década de los noventa.
La propuesta de reformular las leyes bancarias se convierte así en un recorrido que desata
pasiones y que impone -ineludiblemente- la necesidad de repensar una serie de posturas.
Toda iniciativa reformadora es ambiciosa y -como no puede ser de otra forma- requiere
romper paradigmas y acoger nuevos pensamientos que vayan un poco más allá de la
concepción típica del sistema financiero.
Abstract
This analysis should begin by recognizing that an article of this nature
probably would not have been written a couple of decades ago, when the
last reform of Paraguayan banking legislation was implemented.
The needs that prevailed at that time were different from those of today, and the
country's economic scenario was markedly different from what we are experiencing today.
It is therefore reasonable to think that many of the questions that the various actors in the financial system are asking today were not even on the agenda during the 1990s.
The proposal to reformulate banking laws thus becomes a path that unleashes
passions and inevitably imposes the need to rethink a series of positions.
Every reform initiative is ambitious and—as it cannot be otherwise—requires breaking paradigms and embracing new thinking that goes a little beyond the
typical conception of the financial system.
